LYTTELTON BOROUGH COUNCIL.

The usual fortnightly meeting of this Councilwas held in the Borough Council Chambers on Monday night, there being present his Worship the Mayor. Ors. AUwright, Cook, Holland, Milsom, Joyce, Brice, McClatchie and Hildyard. The minutes of the previous meeting were read and adopted. After which, the Mayor's report was read, and exception was taken to the purchase of metal from the barque Chili, which had been used by that ship as ballast. Cγ. Allvmght moved—"That it was inadvisable to purchase metal from the ships in the future without the consent of the Council." The motion was lost on the casting vote of the Mayor. Correspondence was read from the Lyttelton Young * Men's Club, complaining of the number of restrictions which are placed on them by the Council, and which have been the cause of losing to them their membership ; also asking that they might have the hall to manage themselves. Referred to the Colonists Hall Committee. From the Railway Department, calling attention to the water being cut off from the engine room, and thereby delaying the trains. It was shown that the taps under the Defence Department's control leaked, and the repairs to which was the cause of the water being cut off. It was decided to send this explanation to the Railway Department, and that, whenever possible, notice would be given in the future. From the caretaker of the bathing enclosure stating that repairs were necessary. It was resolved to carry on the work. Leave was given to C. A. Rich to cut all grass on the roads or elsewhere during the season. The offer of the College Trustees to pay a part of the cost of a drain from the top of the cemetery was accepted. A letter was received asking the Council to attend 'the meeting in C'hristchurch on Thursday, October 24th, of the railway employes, which has been called for the purpose of Erotesting against the Insurance Bill. ,etter received. The report of the Works Committee was read and adopted. The Finance Committee's report was read by the Chairman. It showed receipts for the past fortnight as £206 11s 3d, and recommended payments amounting to £13011s sd. The Sanitary Committee's report was read, and the health of the town was reported as very satisfactory. Tenders were opened for the supply of closet pans, the lowestreceived being 9sper pan. Cγ. Milsom ! moved, and Cγ. Hildyard seconded—" That two dozen pans be ordered from the Lyttelton tradesmen, if they are prepared to do them at 8s 6d, otherwise the order go toChrlstchurch." The motion was lost. Cγ. Brice moyed, and Cγ. Cook seconded— "That the lowe3t tender, that of 9s, be accepted. ,. An amendment was moved by Or. Joyce—" That the matter be referred to the Sanitary Committee, with power to act." Cr. McClatchie seconded. The amendment was carried. The Recreation Ground- Committee's report of rules for the management of the ground was read and received. Clauses 1, 2 and 3 were adopted. Clause 4, which provided a Committee for the working of the ground was objected to by the Mayor on the ground of several ratepayers being named, to consult with the Council's Committee. The clause was adopted, the Mayor being the only dissentient. The motion of the Mayor for the extension of the high-water level supply along the Governor's Bay road was then taken. It was referred to the Water Supply Committee to report on at next meeting. It was resolved that in the future the Council meet at 7.30 p.m. instead of 7 p m., as usual. The appointment of Committees for the year was then proceeded with, and the Council adjourned.
