It is reported that the Emperor of Germany's reason for visiting England is to ascertain the attitude of the English towards Germany. Received August 6th, noon. ESCAPE OF THE CAPTURED SCHOONER. Ottawa, August 5. The fishing schooner Diamond, which was seized by the American cruiser in Behring Sea, escaped from her captors, and has arrived at Victoria with the American prize master on board. I DROWNED. Loudon, August 5. Two lads fell into the Thames, and Seaiie and Matterson, the Australian scullers, who happened to be near at j the time, dived into the water to rescue them. Unfortunately their efforts failed, and the lads were drowned. Received August 7th, 1.25 a.m. THE ROYAL GRANTS. London, August 6. In the House of Commons the Bill making provision for the younger members of the Royal Family passed by a majority of 95. ANOTHER MANIFESTO BY BOULANGER. General Boulanger has issued a manifesto replying to the charges made against him by the French Government. He gives a general denial, and appeals to the electorates, which, he says, are his sole judges.
