The Emperor Francis, in his speech at the opening of the Session of Delegations of Austria and -Hungary, assured them that the foreign policy remained unchanged. The continued increase in warlike forces elsewhere compelled Austria also to perfect her means of defence, The European situation, in his opinion, remained uncertain. Austria was in complete unison with her allies and he trusted peace would be preserved. He regretted the abdication of King Milan, and hoped the prudence and patriotism of the Servians would avert serious danger. Hβ also expressed satisfaction at the steady progress of Bulgaria. Pakis, June 24. There is an impression that the French general elections will take place in the middle of August. Berlin, June 24. The "Wohlgemuth frontier difficulty is at an end, the declaration of the Swiss Government that they wiil take steps to make the liberty of asylum respected by refugees, having satisfied Germany. St. Petersburg, June 24. The Russian Government has ordered torpedoes to be kept in constant readiness. Pabis, June 24. A Boulangist disturbance took place yeaterdayjit Beziers. Deroulede, a wellknown deputy, was arrested, but afterwards released. Received June 25th, 10 p.m. London, June 22. In the course of a speech at Wardsworth to-day, Sir James Ferguson, Political Under-Secretary for Foreign Affairs, said there was every ground for hoping that peace would be maintained throughout Europe during the present year.
