In the course of the debate on the Army Bill, in the Chamber cf Commerce, M. de Freycinet, French Minister of War, stated that he had eecured three million men for active service should the occasion require it. Sofia, January 22. Prince Ferdinand, having quarrelled with the clergy, a report has found currency to the effect that he intends to abdicate, and already it is rumored that Prince Alexander of Battenberg will be elected to the throne, notwithstanding the hostility of .Russia. Received January 21th, 11 p.m. London, January 23. It is announced that Montenegro is taking steps to promote the federation of Greece, Roumania, Servia, Bulgaria, and Montenegro.
