the purpose of strengtheningthe harbor defences of Brest, Cherbourg and Toulon, but the Chamber refused to allow it to be made a question of urgency.. Received July 20th, l._Va.n_ Paris, July 18. The Chamber of Deputies has ap proved of Admiral Krant-'s scheme of strengthening harbor defences. Bekun, July 18. The meeting between the Emperor William and the Czar will take place at Ci-onstadt to-morrow. Festivities and a review will be held in honor of the occasion at St. Petersburg. The Emperor William will re-embark on Sunday after reviewing the Russian and German squadrons.
