Whttmob- gave notice to ask the Government if they are aware that children under five years are permitted to attend State Schools, and will the Government take steps to prevent the same, with a view to preclude the capitstion being; granted for such -children P TOTALIeATOB COMMITTEE. Mr Mills- moved—*" That the Government be requested to give effect to the report of the Totalise tor Com-uttee." Dr. Pollen and Mr Watb3—ocbb held that the report or t_» Committee was quit* abortive in its character, and therefore useless for the purpose of framing: legislation.
The Attobney-G-nhbal moved as an amendment —" ihat in the opinion of this Council it is deiirable with a view of limiting the number of race meetings throughout the colony a charge should b» made for the use of the totalUator as follows .—For the first day JBIOO, a»d for aubsequeut days of the name meeting £ZQ." After considerable disousaion the debate was adjourned till next day. MIBOJ_-_V»_O_B. . SUBSIDIES TO LOCAL BODIES. Mr Baknicoat resumed the debate upon -'the previous quest-on" to the q_es___ —" That in tne opinion of this Council i_ isjftot advisable -in viaw of the finasc-U condition and obligations of this cclony that.toy portion of the pttb__ revenue dezived from the Costa—is duties should be appropriated or set apart permanently, ot for a definite period, to provide for local bodies." He expressed the opinion that the present system of dlßpenaiHg aia to local bodies was the wont that could have been devised.
