ROAD BOARDS.
AVON. The ordinary meeting of the Board was held on Monday, the 30th ult. Present — Messrs King, Rowe, Swarm, and Tutton. Mr King proposed, and Mr Tutton seconded—"'That Mr Swarm take the chair." Carried. The Surveyor's report was read and considered. Resolved — That the Board could not alter the former decision in reference to making a crossing over drain for Mr B.rowu, of Belfort; that arrangements be made for a small quantity of shingle for the North road, near Tisch's road, as applied for by Mr Swift; that the Surveyor see the contractor for supplying shingle on the Bottle Lake road, and urge upon him the necessity to complete the contract without delay ; that notice be served on Mr Roberts to stop water flowing on to the road at Windsor. That permission be granted to Ed. Perkins to impound stock on the roads in the district within the proper radius of the Linwood pouud. That arrangements be made for a visit of inspection down the River Styx. Correspondence was read. From Rev. H. C. M. Watson, asking that a track may be made to his laud at New Brighton. Mr" King consented to inspect the same with the Surveyor with power to act. From the Christchurch Gas Company, stating that different gas lamps in the district had been damaged, aud others wanted painting. The Clerk was instructed to call the attention of the police to damage done to the lamps, and to get the necessary painting dove. From Mr Campbell, offering a pioce of land for saie for ose as a gravel pit. The Clerk to reply that the section named was not in the Avon. Road District. From Mr John Davis, calling the Board's attention to the state of the Kaputone Creek. Mr Tutton proposed, and Mr Rowe seconded—"That the sum of £3 be expended, conditionally, in clearing the creek." From Mr Dunlop, in reply, in reference to the increase made in the salary of the Secretary to the Charitable Aid Board, the contents of which was considered satisfactory. From Messrs Garrick and Co., forwarding a transfer of a road at Belfast by the New Zealand Loan and Mercantile Company, asking that the same be accepted and executed by the Board. Resolved, Tiiat the matter stand over till next meeting, the Clerk to write to Mr Blake on the subject. Application.; was made for a small quantity of shingle' from the Board's reserve, a resolution standing in the minutes that no person be allowed to obtain shingle from the reserve on account of the scarcity, but now that the Board had possession of Aye acres it was resolved — That such resolution be rescinded, and in future any ratepayer be allowed to obtain shingle on application to the Surveyor for the required number of yards, enclosing payment for the same at the rate of Od per yard, the removal of the same to be under the supervision of that officer. Messrs Recce, Travis, and Snelling wrote guaranteeing £30 towards forming part of the Bottle Lake road, when it was resolved to invite tenders for the same, returnable for the next meeting. The Board then resolved itself into a Board of Health. A lengthy petition and other correspondence was received from the residents of Shirley, stating that intolerable nuisances were caused at the piggeries, wool - washing, and bone-crushing sstablishments, also that nuisances existed at the Chinamen's, and the presence of a large sheet of stagnant water lying close to the road, all being in the immediate neighbourhood, •thereby causing damaging effect to health and property, and asking that immediate proceedings be taken to mitigate the evils, if not to cause the removal of them altogether. Messrs Craddock and Minchin interviewed the Board protesting in the strongest of manners against such nuisances being allowed to exist, and having withdrawn, it was resolved that notice be served on all the persons responsible for such nuisances to abate the same without delay. Mr Rowe here promised to abate any nuisance arising on his premises forthwith, and take precautions to prevent the re - occurrence of the same. The Inspector's report was read, reporting that a death from diphtheria had occurred in the district, and that he had inspected aud served the required notices. Complaints were made of premises on the North Avon road. Thc Inspector stated he visited the same, and found nothing to complain of. The meeting then terminated. SPRINGS. The regular meeting of this Board was held on Tuesday, November 29th. Present Mr J. Gammack (Chairman), Messrs Herrick, Pannett and Woodward. Correspondence was read as follows: —An apology from Mr Chamberlain. From Tai Tapa Road Board, replying to Board's letter re state of River Halswell. From Mr J. Burnett, re drainage of Lincoln township. From Mr A. J. Bell, asking for permission for water-race to cross the |oad. Granted. From Mr G. Booth, complaining of water from Lord's road coming on to his land, and asking the same to be abated. Re-, solved that Mr Booth be informed that the Board are not aware that they have diverted any water on to his land, but that a deputation of Board will visit the ground, and make inquiries as soon as possible. From Mr J. Wolfe, stating there was a block of weeds in the L 2 river below where the river was cleaned. The Clerk stated he had inspected the river down to the lake, and found it was silted up at the mouth; that there were two blocks of weeds forming in the channel about a mile above, as referred to by Mr Wolffe. Resolved that the obstructions of weeds be removed. A petition signed by Mr John Donaughy and seven others was received, praying for the remainder of tbe road by his place to be shingled, aud also part of the Boundary road, &c. Resolved that two pieces of the shingling be done. Other matters mentioned in the request had been done. A letter was received, signed by Messrs S. Kennedy, Paul McColl. and John McDonald, stating they had received no reply to their request re LI river, and asking for a copy of the Surveyor's report on the same to the Board at last meeting, and calling the Board's attention to the second channel in the river, and saying the present contractors stated this was not in their contract. Resolved Wiat Mr McDonald be informed that the Surveyor ha** inspected the river and was satisfied that the contractors had the river iv a satisfactory state, and that the ext.a channel will be included in the specification at the expiration of the present contract. From Mr A. C. Bartram, claiming the sum of £7 10s for damage to horse and repairs to buggy, caused by the dangerous state of the street crossing at Lincoln on November 9th, Resolved—That Mr Bartram be referred to the contractor, as the Board by their specifications were not liable, as the work was in the contractor's hands at the time. Mr Swain interviewed the Board, requesting a piece of.theL'akgroad to be shingled. The work was, orpefgd to be done. The Surveyor's report 1 Mag read.
