BULGARIAN CRISIS.

Prince Ferdinand occupies an isolated position, and his haughty manners displease the Bulgarians. A political deadlock is impending. The Czar has violently reproached Prince Ferdinand with a breach of the Treaty of Berlin, and the Sultan has addressed him in similar but more moderate terms. The Porte is yielding to Russia. Germany and France are likely to agree to the proposal that a Russian General, with full powers, should accompany Artin Effendi on his mission to Bulgaria.
