Gadbsn Effendi, Turkish Special Envoy to Bulgaria, has advised the Porte that the difficulties of that country can alone be solved by Russian occupation of Bulgaria and by Turkish occupation of Ranmelia. [BFECIAL TO PRESS ASSOCIATION.] Received February 24th, 3.45p.m. London, February 23. By the end of March the Admiralty will have the armaments completed for thirty merchant omisers. Officers of the Servian army on furlough have been summoned to report for duty.
