Sir Henry Parkes has issued an electoral address which deals with the policy of the Government more in detail than his speech to the Home. He states that the revenue tbe Customs dqty will be reduced under the tariff, whioh will be more limited than in former years, and that the ports of the colony will be virtually thrown open to the civilised world. FLOODS. Heavy rain continues over the country. Great floods are reported in the north. At Upper Richmond considerable damage has been done. Many persons have been rescued at imminent peril. Received January 26th, 10.3 p.m. THE CENIENARY EXHIBITION. Melbourne, January 26. The Centenary Exbihi'ion will be opened on August let next year, and will be kept open at night. The Commissioners of the Exhibition have decided not to charge for space, reserving to themselves power to reduce the space which may be granted, should this be necessary. Received January 27th, lam. The Commissioners of the Centennial Exhibition estimate the cost at £IOO,OOG. THE HEBDEN TELEPHONE. Letters patent have been granted to the Hebden Telephone Company, of Christchurch. Received January 26th, 10.5 p.m. THE PREUSSEN. Adelaide, January 26. The Preussen’s passengers were released from quarantine to-day. Received January 27th, 1 a.m. Twenty-nine of the Preuesen’s passengers were released to-day; eight others still remain on the quarantine station, where they have been isolated. Received January 27th, 1 a,m. TEETULPA. Adelaide, Januaiy 26. Accounts from Teetulpa continue discouraging, and numbers of unsuccessful diggers are leaving the field.
