LONDON, August IS. The Hon. Edward Stannope baa forwarded to the Agents-General, for the Australian Colonies, a copy of despatch from Lord Lyone,dated July last, in which Lord Lyons narrates what had transpired daring an interview which he had with M. de Fraycinet relative to The Ntw Hebrides, and the determination of the French Government to r<saume the transportation of recidivistes to the Pacific. M. de Freycinet ia the course of the interview absolutely declined, in view of the rejection by England of the compromise offered by France respecting the New Hebrides, to consider the proposal that Government should modify their policy with regard to the recidiviste question. Sir Graham Berry; has waited on Sir Bobert Herbert, and protested against the loos delay which occurred in acquainting the Agents-General for the Colonies with the contents of the despatch from Lord Ljons. Sir E. Herbert apologised for the delay, wbioh he assured Sir Graham Berry had arisen solely through the matter having been overlooked in the pressure of other urgent public business. Sir Graham Berry insisted that decisive action should be at once taken by the Imperial authorities with regard to the New Hebrides question. Sir Bobert Herbert, in reply, declared that it was impossible that any Government ' could consent to the cession of the islands to France. If the French Government retained their troops on the island it would be necessary that England should also establish a military occupation. It was, however, expected that the Frenih Govern-
