KAIAPOI BOROUGH COUNCIL

The fortnightly meeting wae held on Tuesday. Present—The Mayor (Mr Moore), Crs. Woodford, Oram, Hansen.

Butt, Fraser, Kidd, Stanton and Wilson. Letters were read from Messrs Brooke and Humphreys for drainage across North road, offering to pay for same if 4in pipe was laid. The Council had decided to iaj 12m pipe if all the persons interested agreed to make a drain to it. Referred to the Works Comaaittee. From Clyde Town District, for suggestions to abate cattle trespass. Ordered to be acknowledged. From Mr H. Middleton, Waimate, giving notice affecting valuation of a leasehold on Cookson street. From Crosra Lands Office, stating steps would be taken to change the nature of a reserve granted for a cemetery which had been found not suited. A circular was received setting forth the manner of obtaining certificates for works under the Bridges Act and the depositing of debentures. From Colonial Secretary, acknowledging receipt of resolution declaring the result of loan polling, which had been published in the "- Gazette "; also a second letter declaring the polling to have been annulled by the Council. From Minister of Public Works, stating .£3234 had been set aside for the Kaiapoi bridge, to be repaid to the Treasury in fifteen annual payments, a poll to be taken for a special rate. The Mayo* explained that the Council need only follow this course pro forma, as the loan was intended to be paid from part of the income of the endowment reserve. From Mr C. Fisher re claim for rates, which it was decided had been already considered. From Caversham Town Board, urging the necessity for landed endowments for the support of hospitals. Ordered to be referred to the member of the House of Representatives for the district. From Messrs Garrick, Cowlishaw and Fisher, giving an opinion as to the Council's liability in case of accidents a*; the bridge, pointing out that in former cases it had been- held if repairs were negligently executed the local body was liable, but not otherwise, and advising the giving of notice that the bridge was generally not considered safe. It was resolved that notice be given at the bridge and in the local press. The Surveyor's report referred to- decaying stringers in the suspension bridge, t< bich question was referred to the Bridge Committee. A culvert at the end of Hugh street was not the full width of the roadway. Moved by Cr. Butt, seconded by Cγ. Wilson — " That notice of the same be given to the owners before the street is taken over." Carried,.Crs. Kxdd and Stanton objecting. The formation of Davie street was completed, but it wae necessary to place a culvert at its junction with the North road. Cr. Wilson moved—"That attention of the owners on the street be directed to the same before the street is taken over." He thought the Council ought to see that before it was saddled with any more streets they were at least properly formed, and the approaches to them made. Cr. WoodfobD' seconded, and the motion was carried. It was resolved that a lease of land with Mr Kennight, near the Girder bridge, be signed and sealed. The Clerk leave to send a copy of certificate under seal, of the Mayor's appointment to the Harbor Board. It. was stated that the Board had been officially informed of the appointment, and the sealed certificate being only required by the Harbours' Act as "conclusive " evidence of the appointment might be sent' when so requested. The leceipts of the fortnight were .£53 143, present balance in bank, £255 17s 9d; accounts, JB2B 18s 7d, were passed. The Mayor requested the- Cemetery Committee to present the bye-laws as soon as possible. It was resolved a new schedule of duties for the Foreman be prepared, and that the Foreman act as Banger, after a month's notice given to the present Banger. It was resolved the Bye-law Committee meet on alternate Tuesday, evenings. Crs. Hansen and Wilson were appointed to sign cheques. The Council then went into committee, and subsequently adjourned.
