BOARD OF EDUCATION.
- The ordinary meeting of the Education Board for the district of North Canterbury was held yeeterday afternoon. Preeent—Mr J. Inglis (chairman), and Messrs Tanored, Cunningham, and Bey. Charles Fraser. The chairman's report of appointments made and expenditure authorised during the fortnight, was read and approved. Beports from the Inspector were laid on the table as to schools in the districts of Killinoby, Heathoote Valley, and Southbridge. ■ The Drill Instructor also reported as to the condition of several schools with respect to hie department, and asking to be allowed to continue his private classes for another month.
The recommendations were adopted, and the request of Mr Walker was granted. The Chairman, at this stage, said Mr Duncan, who was seriously indisposed, had sent a note of excuse for non-attendance.
Kesolved —"That the Board's seal be affixed to certain pupil teachers' certificates presented." * , An application was received on behalf of Wm. Templeton, pupil teacher, that his agreement with the department might be cancelled, as he wished to enter the agricultural school. The application being endorsed by the committee of the East Christchurch school was granted. The report in reference to the Lower Heathcote flogging case was laid on the table. A letter waa read from Mue Allison, expressing her willingness to accept an appointmsnt under the Board, provided such appoint-' oient was in Ohristchuroh. She letter waa ordered to be acknowledged. A letter wae received from Mr A. Dunn, complaining of the manner in which the practising department of the Normal Sohool
was conducted. In objecting to the method of teaching he said the boys were kept grinding away at the same lesions, and made no
prjgre. , *- N A reply from Mr Rayner was read, and in respect to the statement of Mr Dunn he set forth facts indicating that the said etatementa had no foundation in reality. A communication was read from the head office of the Education Department as follow* :— Education Department, Wellington, August 2nd, 1880. To the Secretary of the Education Board, Christchurch. Sir,—l have the honour, by direction of. the Minister of Education, to requeat the Board to be good enough to furnish the Government with a report on the re-arljustment of expenditure in the several branches of the Board's service, which it proposes to make with a view to the carrying out the instructions of the General Assembly, as made known to the chairman by telegram from Mr Rolleston, dated the 28th ultimo. I am to take this opportunity to explain th»t the reduction ia at the rate of ten shillings per annum for each average attendance from the first inetant until the General Assembly sha'l otherwise resolve. In other words, instead of £1 5s per average attendance as formerly, Boards will now receive at the rate of £3 15s for Board and school fnnds. I am farther to say that the General Assembly clearly intends that the reduction shall be applied proportionally and fairly to all the branches of. the Board's service, including inspection and the training department, as well as Board salaries and expenses, and that it be' made to operate as lightly as possible in respect of expenditnre necessary for the efficient carrying on by the committees and the teachers of. the schools themselres. The consideration of the above letter was deferred. A letter was also read from the Government Insurance Department in reference to the extension among the officers under the various Boards of Education of the advantages of the insurance system in operation in other departments of the Government service. It was resolved to circulate the information tendered in the memorandum. Tenders were accepted as follows:—German Bay Side School—Mr Hughes, £295, and 40a a chain; for certain works at Ashbarton, Williams and Haskins, £573. An application was received from Oxford East, for. certain alterations to the school there, and the Board resolved to do what was required. The Board's arohiteot submitted reports in reference to the condition of certain schools, printing to the neoessity for improvements, additions, and repairs in different instances. The Board duly considered and dealt with tb.3 reports. A number of purely routine matters were attended to, and after passing accounts, the Board went into committee, and on resuming, adjourned.
