KAIAPOI BOROUGH COUNCIL.
The fortnightly meeting of this Council was held on Tuesday evening. Present, the Mayor (Mr Black well), Crs. Woodford. Mathews, Pinching, Moore, Fraser, and Wearing. Leave of absence was granted to Or. May. Letters were read:—From Mr O. C. Bowen, referring to visit of Minister of Publio Works. From Board of Education, forwarding oiroular announcing establishment of college for deaf mutes. From Mandeville Boad Board, requesting Council not to register dogs out of that district, and to pay up 17s, taken for previous registrations. Referred to town clerk. From Eyreton Boad Board, acknowledging receipt of letter from the Council. From Dobson and Son, enclosing account of £184 5s sd, for report on Waimakariri. It was decided to send copy of same to other looal governing bodies in- | terested. From Charitable Aid Board, claiming for maintenance of an inmate of the Old | Men's Home. The Mayor pointed out the Council already contributed over £100 towards charitable aid. Besolved to reply to j that effect. The inspector of nuisances reported the Borough Sohool closets were clean, and the excreta removed and buried to a sufficient depth, so that there was no offensive smell whatever. From Mr O'Oallaghan, relative to Irish relief. Cr. Pinobing moved, "That the Council co-operate with Mr O'Oallaghan." Or. Woodford pointed out that there was a great amount of distress in the colony, as shown by the telegrams from Wellington. The motion was sot seconded. Or. Moore, chairman works committee, reported tbat the sump in Black street must be made larger, owing to the quick sand. About 175 ft wood kerbicg for Jones and Charles streets was required. A bridge over Feldwick's drain would need a stringer and planking. The pinion of the swing bridge was again broken, and a properly made rack for the machinery ought to be made. The report was agreed to, consideration on the latter two works being deferred to receive an estimate of cost. Or. Fraser, chairman finance committee, reported the fortnight's receipts to be £26 17s 6d; the present overdraft, £431 lis Id. It was stated that £100 of rates had not been collected. Or Pinching, chairman Charitable Aid committee, reported on the cases in hand, to which relief costing £2 17s 9d per week was paid. Accounts, £10 Os 3d, were passed, an item for work done at the fire brigade station being opposed, as neither the Council nor the chairman of the fire brigade committee bad sanctioned same. Or. Pinobing brought forward a question of privilege, in which he stated a servant of the Council bad been asserting tbat certain Councillors were liable to penalties for supplying goods to the Council. The Mayor read tbe portion of the Aot bearing on the matter, and observed that the party referred to had bettor show that his threat was not an empty one. A tender to siok two wells and sumps for £14 was accepted. It was agreed that the chairman of the fire brigade committee sanction an alteration in the fire service pipes, to render the same more effeotive, cost not to exceed £5. The Council then adjourned.
