Government Notices. Published Gratuitously. THE Directors of the"PBKSB" Nkwspapeb Company have the honor to lay before their subscribers and the public generally the following facts : —The Government had been in the habit of inserting public notifications in both the morning newspapers published in Christchuich until 17th April last. Since that date no orders for advertising have been given to the Pbxss newspaper from the Colonial Secretary's office or the Public Works Department in Wellington, whilst such notices have regularly and to a large extent been advertised in the " Lyttelton Times." In consequence of ibis change, the Directors of the Pbbss Company deemed it advisable to make inquiries at headquarters, and one of them visited Wellington for that purpose, and had interviews with the Government on the subject generally. It vu ascertained that it was the intention of the Government that in future such advertisements would be given only to the "Lyttelton Times" and the " Timarn Herald" in Canterbury. It was represented. to the Government that so partial a distribution of Government advertising would not only place the excluded journals at a disadvantage, bat would also be injurious to the public interest, as tending to lessen the publicity given to the advertisements in question. The Government stated that economy in advertising was necessary, and that, other things being equal, it would not be surprising if they gave their advertisements to their own supporters. The Directors of the Pbxss Company, perceiving that the absence of the Government notices in the Pebss will place the subscribers to that journal at a disadvantage, have determined to publish without charge all Government notices appearing in the " Lyttelton Times," but withheld from the Pebss. Their subscribers and the Government will, therefore, obtain a gratuitous advantage so long as the present system continues. In Touting this pecuniary sacrifice, the Directors of the Pbbss Company feel that they will have public sympathy, and that public opinion will justify their present action in resisting any attempt on the part of the Government to use Government advertising as a means of securing political support. MOUNT SOMERS EOAD DISTRICT DIVIDED INTO FIVE SUBDIVISIONS. NOEMANBT, GOTSBXOB. (is ) A PROCLAMATION. WHEREAS by section nine of the Canterbury Road < trdinance, 1372, it is enacted that, at any time after the first ordinary annual election or general election, as the case may be, of the Board f r any district, the Superintendent, if he shall have received a petition to that effect from the Board of the said district, or from one fourth or more of the number of persons liable to be rated under this Ordinance in respect of rateable property in the said district may, by proclamation, within three months after the receipt of the same, divide the district into two or more separate subdivisions, by such names as shall by such proclamation be assigned to the same, and in and by sueb proclamation the boundaries of the subdivisions shall be set forth: Provided that no such division shall be made within three months before the day appointed for holding the annual election of members of the Board in or for such district: And whereas by virtue of the Abolition of Provinces Act, 1875, the powers, duties, and functions by tbe said Ordinance vested in the Superintendent are now vested iv the Governor: Andwherea* on the fifth day of August, one thousand eight hundred and seventy-eight, a petition from the Board of the Mount Somers Boad District was received by liis Excellency the Governor praying that each district should be divided into the five separate subdivisions described in the schedule hereto: And whereas all things have been done, performed, and happened to authorise the issue of this proclamation: .Now, therefore I, George Augustus Constantine, Marquis of Normanby, the Governor of the Colony of New Zealand, in exercise and pursuance of the powers and authorities vested in mc by the said in part recited Ordinance and Act, do hereby divide the Mount Somers Boad District into the five subdivisions described in the first column of the schedule hereto, and do assign unto such subdivisions the respective names set opposite to such subdivisions in the second column of the said schedule, and do declare that the boundaries of such subdivisions shall be those specified in the said first column. ' And Ido further proclaim ard declare that the number of members to be elected foreach of ench subdivisions shall be the number set opposite each subdivision in the third column of the said schedule, and do severally assign the members of the said Bead' Board of the- said district now in office to the said subdivisions in the manner set forth in the fourth column of the said schedule.
