BOROUGH COUNCIL.
LYTTELTON. Monday, July 2S. The Council met at the usual hour. Present —Crs. Rouse, Buist, Graham, Kenner, Allwright, Young, Grange; His Worship the Mayor presiding. The minutes of the previous meeting were read and confirmed. The Clerk stated he had received during the week £26 10s. The following letters were, read aud considered :— From Mr James Scott, asking that on account of illness he might be exempted from rates. Thc application was granted. From Dr Macdonald, asking to pn.t down a nost on Norwich quay. *Grautcd subject to the usual conditions. The report of the works committee was read. It recommended that Corsair Bay hill be metalled, thc expense costing £10. It further recommended that thc road to thc botanical reserve be metalled. Mr Foresterer having offered to do the works at a cost of £10 10s or one half-year's rent (on condition that no more money be allowed him for ma king roads during his tenancy). j After some discussion, it was resolved that £10 be expended on the Corsair Bay road. The metalling and making of the road to the Botanical" Beserve was discussed at length, and eventually it was moved by Cr All-weight—" That his Worship be instructed to make enquiries as to whether Mr Oldfleld has power to stop the road leading to the reserve." Cr Rouse seconded the motion, which was carried. The report of the sanitary committee on the petition of the inhabitants residing in Dublin street was read and considered. Cr Rouse moved the adoption of thc report. His Worship the Ma YOU seconded thc resolution which was after a short discussion carried unanimously. Accounts amounting to £11 1-Ss were passed for payment. A tender for thc supply of uniforms for members of fire brigade from MrD'Authrcau, Was re&d. Cr Youxt. moved '-That the tender for No 1 pattern, at £1 each, be accepted." Cr Allwmuht moved an amendment "That the matter be remitted to the fire brigade committee, for them to see the tenderer, and decide upon this matter." Cr Grax _c seconded the amendment, Which was carried. Cx Graham moved the notice of motion
in his name :—" That this Council being painfully aware of the great number of valuable lives that have been lost owing to per- ' s<<i.s not being able to swim ever. :i few yards, nnd also of the importance of -seabathing, both for health and cHs'.nliness. do therefore resolve that tlicy wi'l -•.-•.nt lo the hoys and girls of the schools of Lyttelton, | both public and private, and a'.-o to the I children of the Orphan;*.--*, the free use of the bathing place- two afternoons in earh week—one for boys and another for girls— during tiie bailiing s<-a-. n. provided tiie aiitboritie. of t'.i:.?<*sei!o'i-i find suitable persons to attend to iho ehik'.ren." The mover handed in an extract taken from the "Times" newspaper on the wreck of the steamer Atlantic, showing that a largo number of persons might have been saved l.ad they been able to swim the short distance to the shore. The mover spoke at length on the matter, ancl said he considered thc art of swimming ought to be a part of the education of youth. Cr Rouse, in warm terms, seconded the motiou, which was supported by Cr Aliwright, and carried. Cr Allw-right called attention to the disgraceful state of the watermen's steps, which were most dangerous to passengers, especially ladies landing. After reverting to the carrying on of the harbor works, bo moved—'• That a letter bo sent to the Government on the subject." Cr Rouse seconded the motion, which was carried unanimously. Cr Rouse called the attention of the. Inspector of Nuisances lo a quantity of putrid grain in the store known as Hargreaves' store ; also, to the drainage iv front of the same building. The Council then adjourned.
