(Per Greville's Telegram Company, Renter , Agents.) Auckland, April 30. A seam of excellent coal has been found cropping up on the beach at Wangaroa. The agricultural statistics of the province show a total of acres under crop 196,082 ; broken up and not cropped, 10,41S acres ; in wheat, 2455 acres; in oat?, green, 3612 acres; grain, 2136 acres ; grass, 101.521 acres. Wellington, April 30. The twenty-first session of the Provincial Council was opened to-day. The Superintendent, in his speech, condemned the system of responsible government in the provinces, and also strongly condemned the system of provincial charging in relation to colonial public works. The province began last year with a bank overdraft of £10,000. It had paid this, and met all engagements, and now again the present year began with a credit balance of £7381. It had also during the year paid off £31,000 of the unfunded debt, equal to \2\ per cent, of the whole. The provincial administration could be conducted for £33,000 yearly. He saw the way to an income of £2000 (?) for the nest fifteen or twenty years. He estimated the revenue for the present year at £75,151, and the expenditure, exclusive of public works, at £75,504. The policy of the Provincial Government was to vest local management in local hands as far as it was possible to do, so as to be able to devote attention" to the general administration and legislative control and colonising works. The province will be able to conduct its affairs if it acted prudently, but there was no margin for recklessness. Waxgaxui, April 30. A man's cap and socks have been found on the bridge. The Superintendent, in his speech, stated that the revenue for the year was £70,000, and the expenditure £67,000. He regretted the decrease in the revenue, which was owing to the repeal of the Capitation Act, of 1870, and the falling short of the goldfield duty. the Nelson and Foxhill line, and said that preliminaries of the line from the Brunner coal mine to Greymouth had been agreed upon, subject to the approval of the Council. He pressed upon the Council the importance of voting £30,000 for the construction of a water-race irom Lake Hochstetter to Nelson Creek. The Nelson and Motueka telegraph line had been arranged for, the province guaranteeing the colony against loss. He remarked upon the excellent prospects of the Inangahua reefs, and upon the survey of the first block of 5000 acres into fifty acre sections for agricultural settlements, and said that the survey of the second block was ordered. It was proposed to complete the roads on ths golclfields by a money vote against land in payment of works. It was also proposed, to construct stock roads to connect the Grey and Inangahua with the Amuri and Marlborough. A proposal for a special settlement in Central Buller would also be submitted. The speech concluded with a notice of the discovery of a coal field at Ngakawhao, which possessed great facilities for shipment. Dunedin, April 30. The ball to the representatives was a great success. The ladies have given Capt. Wales a handsome gold hunting watch. Mr Donald Reid has received another vote of confidence at Mosgill. He strongly opposed protection in any shape to farmers.
