Sib, —In answer to the letter of 0, in yesterday's issue, I would suggest that the present unsatisfactory state of this institution is mainly attributable to the fact that very few of the members attend annual an 4 other general meetings of the member's, and interest themselves in the appointment of suitable officers and committee nien. The members, in my opinion, should mate a point of attending every annual general meeting, and elect those for officers and committee men who are in a position to give some amount of time and attention to the requirements of the Institute. The present officers and committee are all much engaged in private business, it therefore can hardly be expected that they would be aWe to devote much time in looking after matters; and I am told that some of the higher officers seldom, if ever, attend. The consequence ie that the meetings of the committee are few and far between, and when there is a quorum present the entire work to be done ie generally thrown upon the hands of one or two persona, instead of the work being divided aod doae byaub-committeee.
