LYTTELTON MUNICIPAL COUNCIL.

The mem'icrs cf this C>m -il met ai six. pm. on Monday. Present — Messrs Ward (el.airnun), Grubb, Wilkin, Wright, Bakstiee and Tatler.

The minutes of tho previous meeting were r-vid and confirin->d.

The Clerk Hiinouncccl that the Council had a credit at the Bunk of £315.

A long discussion ensued respecting an encroachment of three feet on property belonging to Mr Grubb on which his slip was pl.»ced.

Mr Bulestieo proposed, and Mr Wilkin seconded—''That the chairman should confer with the ill-used watermen, and inform them that Mr Grubb had a prior right to tho use of the land in question." The proposition was carried. The following correspondence was read and considered : — From Sir Reston, gaoler, applying for permission for the inmates of the gaol to empty night-soil dowu the shoot erected by the Council. Permission was granted, subject to the by-lawß of the Council. To Mr DOyly, solicitor for the Council, instructing him to make immediate application for all rents due to the Council. From Mr Stiffe, Christehurch, respecting the arrears of rent on sections 52, 54, 58, and 60, offering to relinquish the property to the Council in lieu of rent. A reply had been sent to Mr StifFe, stating that the Cou.icil would not take any proceedings in the case until the letter had been properly repr<sented to the Council, no quorum having been obtained last meeting The Chairman said he considered the building on tho premises was of sufficient value to cover the amount of rent. Mr Balestiee thought that Mr Stiffe ought to have made the offer before tlie excavation work had been completed. He (Mr Balestiee) did not consider that the. building would realise the amount due. He proposed that if Mr Stiffe paid one half-year's rent and relinquished the property the lease should be cancelled. The Chairman said that the building on the property had been repaired at great cost. The motion of Mr Balestiee, after some discussion, was carried. From Mr Cairns, offering suggestions for the constant supply of water for the use of the town. The Clerk was instructed to write to Mr Cairns, thanking him for his suggestions, and stating that the Council had the matter under their consideration, but wished to .know the decision of the Provincial Government before taking any proceedings at present.

Mr Balestiee suggested tho advisability of establishing a Fiie Brigade in Lyttelton, and that the Christchurch City Council should be written to, to ascertain the amount of assistance that had been granted by them to the Christchurch brigades ; also, that Mr C. W, H. Woledge (late inspect <r of the Lyttelton.Fire Brigade) should be communicated with in reference to the resuscitation of the brigade. The suggestions put forth by Mr Balestiee were received and adopted.

From W Holmes, respecting the encroachment of the Governor Bay road on his property, offering the use of the road on consideration of receiving £35 cash. The report of the committee appointed to inquire into the subject recommehded that land should be granted to the amount of £25. but that the Council should not interfere in the matter.

Mr Balestiee quite coincided with the tenor of the report. He thought it most desirable that the traffic on the road should not be stopped, more particularly as the Council had spent some £150 on its repairs in addition to the amount spent by the Government. Mr Wright moved—"That a copy of Mr Holmes's letter be sent to the Government." Mr Wilkin seconded the motion, which was carried. The resignation of Mr J. S. Willcox was next considered. Mr Willcox stated that his reason for resigning his seat in the Council was tho remodelling of section 34 reserve. Being a tenant, and consequently an interested person, he felt it incumbent on him to resign his seat. The Chairman expressed his extreme regret that Mr Willcox should have considered it necessary to resign, which expression was fully endorsed by all the members present. Mr Balestiee moved—" That Mr Willcox be requested to reconsider his decision." Mr Wilkin seconded the motion, which was unanimously. From Mr Igglesden, requesting to know the pleasure of the Council as to the position of cesspits to be placed on Norwich quay, to connect the drains with the culverts placed on the reclaimed land. A plan enclosed by Mr Igglesden met with the entire approval of the Council, the Clerk being instructed to acquaint Mr Igglesden of the fact. The reports of the Custodian of the bathingshed for the two previous weeks were read and adopted.

The reports of the Foreman of Works for the same periods were read and received.

Mr Grubb gave notice of motion for next Monday that he would call the attention of the Council to certain portions of the footpaths of tho town which it would be necessary to asphalt.

The Chaiiman reported that from a slip of earth the shed in course of erection by the Lyttelton Boating Club had been destroyed, thereby causing the club considerable loss. The Council resolved to present the club with the amount of £4 4s for the purchase of materials for the erection of the boat shed. It was arranged that the clock, the property of the Council, should be put in repair at a cost of £4 4s, guarantee being given for twelve months. The following accounts were passed for payment—We kly.pavsheet, £20 13s l£d ; Austin, £1 8s 6d ; Hirgreaves and Co, £3 14* 6d ; G aham, £12 2s 6d ; Town Clerk's salary, £16 13s 4d ; total, £54 lis Hid.

The Council then adjourned till Monday next at the usual hour.
