The new Postal Act was considered in committee on Tuesday night, and the clause imposing stamps on newspapers passed on division by 24 to 23. The Act is to come in force on the first of January. The Stamp Duties Bill was read a second time on Tuesday and committed on Wednesday. A Bill for imposing a duty on distillation of spirits was read a first time on Tuesday. Mr Burns' motion for the removal cf the port of call for the Panama 1 steamers was lost by a majority of 9, the division being 22 to 31. Mr James Williamson's amendment against the imposition of a tax on Bank note 3 was lost on a division, there being 13 for and 33 against it.
