PROVINCIAL COUNCIL.

Friday, September 6, 1864. The Council met yesterday at noon. In the absence of the Speaker, the chair was occupied by Mr. J. C. Wilson. Present: Messrs. Hawkes, W. Wilson, Westenra, Bowler, Simms, Cox, Fyfe, Ollivier, Beswick, Lance, Stoddart, Tosswill, White, Ross, Rolleston, Tancred, and Hall. The Venerable the Archdeacon having read prayers, the minutes of the last meeting -were read and confirmed. NORTH AVON ROAD DIVERSION BILL. Mr. Ollivieb brought up the report of the Select Committee on the North Avon Road Diversion Bill, which was read and ordered to printed. RESERVEB. The Secretary for Public Works obtained leave to postpone his resolution with respect to reserves till a later period of the day. USVOTED EXPEXDITUEE. The Secretary fob Public Works then moved the House into Committee to consider the unvoted expenditure, and the- expenditure in excess of Estimates during t2ie financial year ending the 30th June, 18Gk The Secretary for Public Works pointed out the various items which amounted to expenditure in excess £21,067 9s Gd, and unvoted expenditure, £3,20*7 ISs 4rl, both amounts being passed. The House then resumed. RESERVES. On the motion, of the Secretary tor Public Works, the House went into Committee to consider the reserves contained in his resolutions. Mr. Williams was admitted to the House to point out the various reserves on the map. Reserves No. 320 to 3 IS inclusive, and 351 to 358 inclusive, were confirmed. The House then resumed. ROADS BILL. •The Secretary for Public Works moved the Council into Committee in order to recommend the Roads Bill. The Secretary for Public Works β-xid that the consideration of some clauses of the Bill had been postponed on which amendments had to be made, and also some new clause had to be introduced. Clause 8 was amended by the introduction of the words " as the case may be" ia parenthesis after the word district. Some other clauses were amended and adopted, and The Secretary for Public Works moved the iniroducton of a ebuise between Clauses 35 and 36, to the effect that it should be lawful for a Road Board tri allow any persons from whom money might be due on account of rates, to furnish an equivalent in the way of hibor —bv siipplving horse or bullock teams for the use of tie Board. The clause was opposed by Messrs C Wilson, Cox, and Hawfcp.i. The Committee divided, and it was lost by a miyority of one. Ayes, 6 : Messrs Cox, Hawkee. Ltinco, Westenra, White, and C. Wilson. Noes, 5 ; Messrs. Fyfe, Hall, Rolleston, TJoss, and Tancred The Secretary for Public Works saiil there were four clauses which be wished to add to the Bill. The first gave power to the Board to enter upon any land or premises after 24 hours notice ; the second allowed them to stop up any road during a reasonable time for the execution of repairs or works ; the third enforced provision bek'g made against accidents during the time »ny work was carried on by means of lights and otherwise, and indicted a penalty on any one who should remove cite came ; the fourth protected the officers of the Board when acting under i!s direction, and inflicted a penalty on any one obstructing them in the execution of their duty. Armoury for Volunteers and Militia. urouill » and Instructions had been received from the General Government to organise the Militia, and the Voluri toer movement had lately taken a frosh start which it desirable to keep up. A great difficulty arose from the want of a convenient and central place in whk-h the Volunteers could drill, especially [ n t j, evenings, and this the Government proposed to provide by erecting n drill shed. Th* Council would understand that the Volunteer* would not require any lesal right to occupy the land. * Mr. ITawkes wished well to the Volunteers but thought the Council was not justified in throwing away so valuable a site for their use. The Volunteers could drill equally well on less valuable ground. Mr. JJkswick suggested that the proposed drill shed should be put at the back of the ground, so as to leave the frontage for any buildings that ml"ht be required. c Mr. White said that an additional ndvantago of the proposed site inu ih.it the armoury, which would be full of valuable materials, would be always under the eye of the police.
