PEOPLE'S CONGRESS ELECTIONS
HANDING GERMANY OVER TO COMMUNISM London. Apri l 22. In Berlin, the British. United States and French military governors, have banned, in their sectors of the city, the People's Congress elections, which are due <o be held in the middle of May. So far the People's Congress has met only in the Soviet zone. A Military Gov*"*nment snokesman in Berlin said th-t although it claimed the support of all parties, the Peoples' Congress was completely controlled by t>« Com•nunisß He said its was to hand Germany over to Communist domination.
