PROPOSED MALAYAN UNION
SCHEME TO BE RADICALLY ALTERED London, Oct. G. The scheme for a Malayan union is likely to be so radically altered as almost to amount to abolishment, says an observer. The report of the working committee of British officials and Malayan representatives appointed in July is believed to recommend the reinstatement of the Sultans as sovereign rulers in their own States and the substitution of a federation for a union, with a High Commissioner instead of a Gov-ernor-General.
