A special Senate committee investigating the national defence programme stated: “The Administration has failed so badly to prepare the nation adequately for transition from war to peace that, should the Pacific war end soon, we will find ourselves
in a sorry state economically.” The report accused the War De
partment of using manpower waste-
fully and creating huge troop re-
serves which could not be used in the Pacific except in the event of an almost disastrous milLary setback.
