TOWN HALL With a stroke of commendable initiative, Republic Pictures combed the American Airways for the cream of hill-billy and comedy talent for their rhythmic, rural laughter romance, "Barnyard Follies," which comes' to the Town Hall Theatre tonight. REGENT Said to be the most discussed and most eagerly awaited picture in Hollywood annals, Orson Welles' initial film, "Citizen Kane," which opens today at the Regent, is a stirring drama of the rise and fall of an industrial king.
