SUPPLY PEOPLE IN OCCU- * PIED TERRITORY "GERMANY NOT RESPONSIBLE" Berlin, Feb. 18 Germany is not responsible under international law for feeding the peoples of conquered territories, says an official statement made in Berlin in reply to Mr Sumner Welles, American Under-Secretary of State. It adds that Germany rejects the United States' attempts to impose responsibilities on Germany on the basis of an alleged international law, which does not exist. Placing the full responsibility on Germany for the feeding of peoples of Nazi-occupied countries, Mr Welles • said the United States Government was taking no part in Mr Herbert Hoover's new experimental plan for Belgium relief.
