LEASE-OR-LEND BILL

NO EFFECT ON JAPAN

STATEMENT BY MR MATSUOKA

Tokio, Feb. 18

Mr Matsuoka, Foreign Minister, responding to questions in the Lower House Budget Committee, said the passage of the United States "Lease-or-Lend" Bill would have no serious effects on Japan. He said he doubted if it would have an important bearing on the German operations against Britain, because, from a "common sense viewpoint," at least six months would be required before it would be. possible to obtain effective results.

However, he denied knowledge of when the Germans would attempt a landing in Britain.

The former Minister to Latvia, Mr Shin Sakuma, has been appointed Minister-at-Large and assigned to Germany.

The Foreign Office in Tokio announced that the former Consul-Gen-eral, Mr Kaname Wakasugi, has been promoted to Minister and assigned to America. He is at pres ent adviser to the Ambassador, Admiral Nomura.
