A speechless campaign meeting at Miami Beach left 300 spectators speechless. Sixteen candidates for the City Council walked across a stage as their names were called, waved to the audience and walked off again. “What is this?’’ amazed Mayor | John H. Levi asked. J. B. Lemmon, City Park- Director, explained the group had agreed a few minutes before the rally that none would make an address.
