BOROUGH COUNCIL

SPECIAL MEETING ELEVENTH AVENUE IMPROVEMENT "WORE AUTHORISED A special meeting of the Tauranga Borough Council, held last evening, was attended by His Worship the Mayor, Mr L. R. Wilkinson (in the chair), the Deputy-Mayor, Cr A. N. lies, Crs. F. J. Allely, J. M. Dailies, A. W. Every, T. E. Youngman, W. McKinnon, A. J. Gallagher, D. Matheson and C. T. McFarlane. The Borough Engineer, Mr C. W. Boak, presented the following report dealing with the filling of Fifth Avenue from Cameron Road to Edgcumbe Road:

In viewing the possibilities of .this proposal it would bo advisable to consider a means of access to Sheath Street. This street runs from Fifth Avenue to Fourth Avenue, and is at present isolated from road traffic. Access by Fourth Avenue could he provided by constructing a second grade parallel to Fourth Avenue on the side of the present batter. This construction would be very confusing to traffic and pedestrians using the Avenue. Another serious drawback is that it would interfere with the widening of the present Fourth Avenue foundation which is not adequate. In my opinion, these two factors make entrance from Fourth Avenue very undesirable. The only alternative is entrance from the Fifth Avenue end. This can he done by a cut and fill grade from Cameron Road to the South end of Sheath Street, and provides a safe and easy access. If the through road be constructed in Fifth Avenue, the entrance to Sneath Street to meet this road is possible with the 1 in 8 grade later referred to, provided a corner he acquired. It may be said of this latter proposal that intersections on fillings are not very desirable unless the widths be very ample, and for this reason are costly. The formation cost for the through road is stated' with alternative grades; (1) Through Road, grade 1 in 9, from Edgcumhe Road until it meets 1 in 10 grade to the Cameron Road. Total tilling 38 50 cubic yards, borrowing 34 20 cubic yards. (2) Alternatively with a grade of 1 in 8 each end, 1920 cubic yards, with a balanced cut and fill. The cost covering the above work, to provide for earthwork formation onlv: (1) £4Bl. (2) £145. The relatively high cost of (1) is due partly to the large proportion of borrowed filling. The cost to construct various grades to Sheath Street only from Cameron Road and not to include a through road from Cameron Road to Edgcumhe Road, would involve a filling of: (a) 1 in 10 grade, 1960 cubic yards, borrowing 1680 cubic yards. (b) 1 in 9 grade, 15 70 cubic yards, borrowing 945 cubic yards. (c) 1 in 8 grade, 1163 cubic yards, borrowing 321 cubic yards. Cost for Earthwork Formation only: (a) £ 247. (b) £174. (c) £lO7.

The costs in all cases include only cutting and filling earthwork, and no provision is included for levelling off and sowing down where soil has been cut. Cr . McFarlane moved—That the report of the Engineer be received, and referred to the incoming Council.

Cr Every seconded the motion which was carried. ELEVENTH AVENUE

The Borough Engineer submitted another report as follows in regard to Improvements to Eleventh Avenue from Butter Factory to Fraser Street.—The unsealed portion of this street extends for 245 yards. The existing width is 15 feet. If sealing is to he provided, the width should be increased to IS feet, and this estimate provides for that. A certain amount of earthwork is required adjacent to the butter factory office, and this cutting will be used further east ,to assist future footpath construction. The total cost to increase width, build up the foundation metal, and seal,the surface, will be £ 355. The recommendation to increase the width is consistent with the proposal to provide an outlet from the town to Roberts Street, embodied in the last loan proposal. WRIGLEY STREET Improvements to Wrigley Street. —The estimate below is to provide a 12ft. metalled surface but not sealed: (a) from Fraser Street to Devonport Road, £215; (b) from Devonport Road to Cameron Road, £ 272. HUNTER STREET Formation of Earthwork in Hunter Street.—The proposed permanent levels in this street from Edgcumbe Road to Cameron Road have been completed, and the plan, together with elevation, is available for Council inspection. The Mayor moved—That authority be given to carry out the work in Eleventh Avenue. Cr McFarlane seconded pro forma. He pointed out that the Council would be out of office in a few weeks and suggested that the matter should be referred to the incoming Council, with a recommendation, and it could take the matter up as a work of urgency. The new Council would have to frame their own estimates and the present Council should not commit their successors. Cr Every urged that the work should be done. Cr Youngman thought it would be a good idea to authorise the work in Eleventh Avenue, as it was urgent and necessary. Cr lies agreed that the work was one of necessity, but pointed out that the present Council had spent already a large sum which should have been dealt with by the new Council. The proposal meant committing the incoming Council, and the work would come within the latter’s estimates. He would not oppose the motion. The motion was carried. Cr Dailies moved—That the report in regard to Wrigley Street be referred to the incoming Council. Cr Youngman seconded. Cr Mathesou thought provision should be made for improving the intersections with Wrigley Street. Cr Allely concurred. Cr lies suggested that an addition be made to the motion to the effect that the Engineer be authorised to make temporary repairs meantime. Cr lies’ suggestion was accepted and added to the motion, which was then put and carried. Cr lies moved—That the permanent plans in regard to Huutef Street be accepted by the Council. —Second- • ed by Cr McFarlane and carried.
