Warning to Soviet Authorities SITUATION ACUTE. Shanghai, April 10 The Chinese Eastern Railway is again causing international controversy, this time between the Soviet and Manchukuo, The situation is daily becoming more acute. Harbin messages state that Manchukuo is preparing to take drastic action to pi event the further removal of Manchukuo trains in Soviet territory. Yosttrda; . the western section of the railway was cut by the Mauchukuo authorities at Manchuli. thus preventing the removal of rolling stock across the boundary. Similar action is expected to be taken at Pogranitchrays. Manchukuo claims that over 3000 freight trucks and engines have already been removed in Soviet terri-

tory and have not been returned, in spite of repi ated demands. This has resulted in the issue of a warning to the Soviet railway authorities. It is reported that the Russian employees are planning a general “walk-out.” The situation is reminiscent of the previous Russian-Chin-ese dispute, the differences being that Japan supports Manchukuo’s actions.
