Marshall von Hindenbury Issues Drastic Decree. DEMONSTRATIONS PROHIBITED. BcvLa, August 9. The President, Marshal von Hindenburg, has issued a decree imposing the death penalty for political, crimes. The decree applies to anyone who unpremcditatedly kills an opponent in political strife, causes death by arson, or any other criminal method, kills a soldier or policeman, or possesses arms during fatal disorders. A minimum of 10 years’ imprisonment is imposed for injuring the police or for participation in disorders. * Demonstratons are prohibited in August, except on Constitution Day, August 11. Incitements to violence, particularly by newspapers, are severely punishable. Special courts are to try offenders and the verdicts of these courts may not he challenged. Further widespread outrages are reported to have occurred.
