BOROUGH COUNCIL
MONTHLY .MEETING. The ordinary monthly meeting of the Tauranga Borough Council was held in the Council Chambers on Wednesday night. Present: Mis Worship the Mayor, Mr B. Dive (in the chair), Crs F. J .Allely, J. M. Daines, J. Tanner, D. A. Ivory, A. E. Newsham, E. C. Hetherington, T. Moncur and J. A Guinness. Leave of absence was granted to C' A. N. lies. Rent on Allotment. Miss R. R. Norris wrote in regard to rent on allotment leased by her from the Council and contended that Ihe date should be March 10, not i January J. Cr Daines moved—That the request be granted,—Seconded by Cr Allely and carried. i Drainage Connection. i Mr R. 1). Kempster wrote applying for permission to have his property in Sixth Avenue connected to the sewer in that avenue. Cr Tanner moved—That the request be granted.—Seconded .by Cr Newsham and carried. Removal or Boiler. Messrs Cameron, Thomas and Bell, wrote stating they propose removing a small boiler from the slaughter house and placing it in position on the outside of their factory. They requested the permission of the Council to erect a small shed for the protection of the bailor from the weather; the walls and roof construction to be in corrugated iron. Cr Ivory said the shed would be in the brick area, lie moved—That the request be refused. The motion was seconded by Cr Daines and carried, l>lau of Subdivision. Messrs Stevens and Goulding, suri veyors wrote submitting on behalf of Mr J. B. Beale a plan of proposed subdivision of Lots 303, 304, 311, 312, 313, Section 2, for the Council's approval. Cr Newsham moved—That the request be granted and that the plan be signed by the Mayor and the mover.Seconded by Cr Dairies and curried. Hydro-Electric Works. Mr L. Mandeno, consulting engineer, wrote in regard to land and fencing matters at McLaren's Falls hydro-elec-tric works. The Mayor moved that the matter lie referred to the Chairman of the Electricity Committee and the engineer, with power to act.—Seconded by Cr Allely and carried. Health Inspector. The Medical Officer of Health, Auckland, wrote advising that Inspector Fogarty, of the Department commenced his annual leave on June 20 } and asked if the Council would arrange that Inspector Bamberry attend to cases of infectious disease or matters of an urgent nature that might require attention in the neighbourhood of Tauranga County and including Te Puke, during Inspector Fogarly's absence on ieuve. The Town Clerk had replied acceding to the request.—Action approved. Devonport Road. Mr B. C. Bobbins, hon. secretary of the Tauranga Chamber of Commerce wrote advising that at a meeting of the Chamber held on June 13 he was instructed to forward the following resolution—That this Chamber urges the Borough Coucil to expedite the work on the road now under repair, on the western side of Devonport Road, between First Avenue and Allen's Store, and if the eastern side is to be done, the work be taken in shorter sections, so that business Is not interfered with as at present. The letter was received. A Metalling Question. Mr C. Lowe, Secretray of the Tauranga Cemetery Trustees, wrote as follows : "With reference to the application made recently by the Cemetery Trustees for improvements to the approaches to the Church of England cemetery, it is understood that your Council is considering the metallfhg'of that portion of, Devonport Road, between Roberts Street and Hospital Street. If this is the case the Cemetery Trustees would respectfully ask your Council to reconsider this decision, and agree to the metalling of Eraser Street in preference to Devonport Road. This decision will not involve the Council in any greater expense as the distance is the same in both cases, and the metalling of Eraser Street will serve a Tar greater number", as there are at least four interments in the Church of England reserve to one in the Wesleyan. Trusting that this may receive the favourable consideration of your Council." Cr Daines contended that Eraser Street should bo metalled from Roberts Street southward. Cr Tanner thought the Council should accede to the request of the Cemetery Trustees, Cr Newsham was in favour of metalling Devonport Road. The Mayor moved—That the Cemetery Trustees be informed that the request will be taken into consideration when the metalling proposals are considered by the Council.—Seconded by Cr Tanner and carried. In a Deplorable State. A petition, bearing thirty-nine signa-Ju--c: was submitted. The petitioners directed attention to the deplorable state of Durham Street, which, at the present juncture, is full of ruts, preventing reasonable access for motor traffic through this much used thoroughfare. The street urgently requires levelling and metalling, and the footpath kerbing and grading. The petitioners trusted the Council will see its way clear to give attention to this urgent matter. In reply to Cr Moncur, it was stated that the street was not included in the loan proposal. It was decided to reply that the Council could not do anything to the road at present, but it will receive attention later on. New Library Proposal. Mr Martin, Counsel to the Municipal Association, advised on June 18 that papers were being prepared in connection with declaratory judgment.—Received.
Motor Garage. Mr T. 11. Phillips wrote' applying for permission to erect a private motor garage, in corrugated iron, on his property at the corner of Fifth Avenue and Cameron Road. Mr Bamberry pointed out that the Town Planning Act provided that garages and all buildings must be kept back to the building line of the street. Cr Allely moved-That the application be granted.—Seconded by Cr Tanner and carried. Works Committee. The Works Committee submitted the following report: Spring Street.—The foreman reported having had same dressed with shingle. Tauranga Motel Trees—Resolved that the foreman have the trees pruned right back. Mr J. G. Beswick and others.—Resolved that the Chairman and foreman interview Mr Beswick and ascertain requirements. Metal.—Resolved that the engineer lie instructed to call tenders forthwith for supply of metal from Aongatele, say, 1000 yards on foreshore. Willow Street Footpath—Recommendation to the Council/that after completing footpath on each side of Willow Street the unexpended portion of money be used for kerbing and channelling and bitumenising Willow Street on western side. Morris Street and Second Avenue.--Resolved that the foreman be instructed to put metal in the bad holes in Morris Street and Second Avenue. The various clauses were explained by Cr Tanner, Chairman of the Works Committee. He moved—That the report be adopted. The motion was seconded by Cr Ivory and carried. Electricity Committee. The following recommendations were submitted by Ihc Electricity Committee :- 1. Charges to Power Board premises ami their counter charge on abattoir: Resolved that the matter be left in the hands of the engineer with full power to act. 2. Enquiry for spare turbine generating set at Omanawa. Resolved that the engineer be instructed lo offer same at £3OO per set in their present position. 3. Mr C. Hardy's Claim: Resolved that the Council cannot accept any liability in the matter, especially as faults in wiring undoubtedly occurred through the house being removed. 4. Outstanding Hospital Account: Resolved that the Hospital Board be requested to pay their outstanding account of £55. r>. Power Board's Application for Reduction in Charges: Resolved that it be a recommendation to offer the Power Board 5 per cent, reduction on the present vales y provided the Power Board is prepared- to make an extension of agreement for a further term of five years. The clauses in the report were explained by Cr Guinness. He movedThat the report be adopted. The motion was seconded by Cr Dairies and carried. Municipal Abattoir. Mr A. T. Rutherford, manager of the abattoir, reported that for the month of June the following stock was slaughtered : Cattle j 77; sheep, 209; pigs, 328. Condemned: Cattle, 2; pigs, 5. The report was received. Engineer's Report. The engineer submitted the following repor*:— 1. Electricity.—The heavy downpour of rain on July 1 brought down a quantity of rock on the Omanawa power house. Damage was inflicted on local wiring circuits, exposed glass and hand rail at the power house site.' A quantity of dangerous rock has been shot away and the station is now in order. damage resulted at McLaren's Falls although a high flood reconb ed. The Hurbour Board contractor, E. S. Brooks, writing under elate July 0, slates that the temporary electric connection at the new wharf was installed at his cost. I understand he was promised by Mr Mandeno a refund equivalent to the usuable value of the installlation on the completion of his contract. Unless Ihc Council has any objection I propose lo follow this course. A permanent reticulation is now required for supply to the Board and I propose to put this in hand at once. Sewerage.—The main sewer has been extended to serve Messrs lies, Tudhope and Turner in the Devonport Road. The connection to the boundary in the case of Mr Tudhope has not yet been completed. When this has been putin the road will be redressed. Water Supply.—AH is in order. Metal Supply.—Tenders for metal spawls have been received and can be dealt with by the Council or referred back to the Works Committee. The same conditions apply lo the question of a metal crusher. The report was received.
