The question cf French participalion in the I'orty million Joan to> Germany is exciting c ontrcversy. Mr Mellon. Secretary of Treasury (United States) had a. conference with bankers and argued That the loan was less intended as a benefit to Germany than to put Europe on its feet by financing reparations. It was suggested that France should take up a small pod ion, say five, per centum in dollars, sc theoretically, it would be lending to America instead of Germany, It is believed the suggestion will be. adopted, but with no enthusiasm.
