The Berlin correspondent of the Times says the meeting of delegates from various Nationalist and Republican Associations under the presidency of the Minister for the Interior to discuss the celebration of the outbreak of war, decided that flags everywhere he half-masted and a pause in activities be observed, for two minutes. Military memorial services are to be held in memory of the fallen but there are to he no processions, as the Nationalists and Republicans are unable to agree not to molest one another, The carrying of flags or badges is prohibited.
