Two battalions of Philippine Scouts ami native 1 soldiers in the United Slates Army at Port McKinley. six miles from .Manila, refused duty following a raid liy the Provost Guard on a clandestine meeting of the Scouts in which twenty-three were arrested. The Scouts were disaffected over the rates of pay. The situation at one stage was serious, and it is lea red that the disaffection is spreading. Seven thousand Scouts and white troops were held under arms and the natives were disarmed before the outbreak, which Is believed to have been inspired by the Bolshevik (Vnnmissalies' controller.
