The Daily Telegraph says that opinion in diplomatic circles is that the outlook in South Eastern Europe is hourly increasing in gravity. The concentrations of Italian, Serbian and Bulgarian troops and the Albanian Comiiadgi can no longer be doubted. British and European statesmanship must take the whole matter in hand promptly and energetically if a conflagration of indeterminate proportions' is to be avoided.
