Whakatane, July 15

The loss of Mr J D. Holmes, District Public Works Engineer in charge of the Bay of Plenty railway construction, who enters private business, has aroused an indignant protest at a meeting of the " Whakatane Chamoer of Commerce last evening. Speakers declared that Mr Holmes was a young and capable engineer, who during the three months in charge had accomplished a wonderful change in the "progress of construction. A resolution was carried protesting respectfully and firmly to the Prime Minister against the rotten system of the Public Service Commissioners.' under which promotion by seniority throttled the advancement of able young men and drove them into private work. The resolution also urges Mr Holmes' retention as engineer to the Department.
