Replying to a deputation from the Scottish Trade Union Congress, Mr Lloyd George said he wa3 unable to contemplate bringing in a Scottish Home Rule Bill in war time. There was little time to deal with purely local and provincisl questions. The difficult* was that England was such a preponderating partner that the English Parliament, after Home Rule was granted to Ireland and Scotland, would be so important that it would be a rival to t&e Imperial Parliament.
