The private circular, embodying the basis for the discussion of peace terms, which was distributed semiofficially to German editors, bas been published here. It proposes the demand of a huge indemnity from Eng-' land, the surrender of German Southwest Africa, Rhodesia, Zanzibar, Somaliland, Upper Nile territories and British East Africa, while Austria is to receive Malta, Turkey, and Cpyrus.
