The Rhodesian settlement po| ularisatiou scheme has been advanced to a definite stage, the lMtidli South Af rican Company outlining the proposals to encourage land settlement and immigration. Only land 3 SUO feet above the sea 13 fully adapted for European occupancy. The settlement board is empowered to acquire, improve, sell, and leaso land, and edvanoe cash and catilo to settlers, the company's nuance board recouping'itself by taxation on undeveloped land. A Britie-h resiJt-nt commissioner is also to be appointed.
