Upon all buildings used as stores or warehouses, or for any purpose, other than as dwelling houses,, except such as are dealt with under extraordinary .supply, a rate of two and a half per centum on the rateable value : Provided always that stores or warehouses may be, allowed the use of hose for street-watering- free, thesaid hose to have a spreader or rose on same.
