(Per Press Association.)' Wellington, Sept. 12. In the House to-day leave of absence was granted to Messrs Taylor and Fowlds. The Proportional Representation Bill was read a first time. The Hauraki Plains Amendment Bill passed through Committee with the addition that there should be no rating until after March, 1914. The Administration Amendment Bill was read a second time. The financial debate was commenced by Mr Massey, who criticised the statement at considerable length. He dealt with the £5,000,000 loan, details of which had never been submitted to the country. The public indebtedness, cost of administration, cost of living, and lack of land policy of the present administration all called for comment. Mr Buddo replied to Mr Massey, quoting figures to disprove Mt Massey's allegations and concluded by stating that ' the country was never more prosperons than at present. The House rose at 9.30 p.m.
