PRISON REFORM SCHEME
(Per Press Association). WELLINGTON, March 16. Cabinet has promulgated an exten sive scheme of prisjn reform, which is expected to produce a saving in ex penditure, and achieve results as in New South Wales. The provisions of the indeterminate sentence are oxtended, and the release of a prisoner depends on his having acquired the ability to support himself honestly. The following institutions will be provided for : Penitentiaries, a place for sexual perverts and criminals of un sonnd mind, another for incorrigible drunkards, prison camps, reformatory farm, penitentiary, and a reformatory for women. Most of the existing institutions will be used except at Napier and Dunedin, which cannot be adapted for the scheme, and will be cbsed. Male prisoners will be divided into seven classes, and female into four, and al'o'.ted to the above places ac cording to class. There will be a new system of marks, prison camp 3 will be extended, and care taken to place the men at work of a character as remote as possible from their favourite form of crime. The* probation system will also be extended.
