A telegram was received from Mr Kelly, M.H.8., intimating that he would attend the Municipal Corporations Association's meeting. From Mr W. C. Stewart, burgess, calling the attention of the Council to the inralid state of Six Guinea ladder, and also to the danger of fire from spontaneous combustion through two haystacks being sear certain houses. Cr, Asher moved as an amendment that the Bey. C. Jordan be requested to remove the haystacks. Cr Herbert seconded the amendment, and said that the haystacks were on the public road a* also was a stockyard, from which a great stench arose. Cr Clarke thought that the Council should not help the writer of the lettfcrto vent bis spleen. Cr Marsh mored as an amendment on the amendment that the matter be referred to the Streets Committee. No seconder, the Streets Committee declined to bare anything to do with the matter. On the amendment being put, Crs Asher, fierbert and Tait voted for and Ors Clarke, Marsh and Lemon against it. The Mayor moved that the Governor be asked to validate the Burgess List by an Order-in-Council, as no opportunity was afforded for doing it according to the Act. Carried. From Town Clerk asking for leave of absence for one month owing to ill-health* and intimating that he never before had or asked for leave. Cr Asher moved that the request be granted, at the same time regretting that the Clerk was unwell. ! A petition, held over from kit meeting, re impounding, to which was appended 54 signatures, was read. Cr Lemon moved that the request of tie petitioners be, acceded to; Seconded by Cr Clarke. Cr Marsh moved as an amend meat that ttte Ranger be instructed to impound at any time of the day or night all cattle and all horses liound by btjn grazing in, wandering at large, straying about, standing still, lying down or tethered in any road or strecsfror other public place within the Borough except horses over two years of nge and all milking cows between the hours of snnrise and sunset. Cr Herbert seconded. His Worship thought the amendment was the same as the petition. The amendment was withdrawn, and the motion carried. Reports'. From Inspector of Nuisances and Vehicles: — I beg to inform you that there have not been any applications for carriers licenses daring the last month, and also that several of the carriers haye informed me that they do not intend to take out a license, became they My that the Borough Council cannot cempe'e hem to da bo. I also beg to inform .you that I bare not heard of any oomolaint with regard to any nuisance in particular except with regard to two haystacks to which my attention has been drawn, and which are situated upon the Eighth Avenue. D. Hall, Inspector. Report received. The Inspector o£ Vehicles to be instructed to report if any one plies for hire without a license. From the Streets Committee. We have the honor the report that the rarfaee-raan has been engaged working in various parts of the Borough for 26 days, and an extra surfaceman has been employed for 25 days. The poplar trees in Devonport Boad hare been cut down and cleared away to the satisfaction of the Streets Committee. P. Tait, \ Streets P. rJKEBBBT, ) Committee. The report was adopted. From the Finance Committee. As it is necessary that an estimate shall be made by the Council and published, before the general rate can be struck, your committee hare the honor to forward herewith an estimate of the proposed revenue sod expenditure for the Jjoroagh of Tauranga lor the year ending Maroh 81, 18 f 3. If this estimate Is amended and approved of, a resolution will have to be carried notifying the intention of the Council to make the rate so that time may be giren for preparing the rate book and giving 14 days clear notioe in a paper published in the district. The speoiai recurring rate may be increased under clause 146 of the "Municipal Corporation* Act, 1886," whether by special order or not, is a question for the Coancil to decide,

Seconded by Cr Marsh. Cr Lemon moved as an amendment that the general rate be id in the £, as he thought that the total of 2d rate proposed would turn people away from the place. Cr Herbert seconded, and thought that instead of increasing the rate, retrenchment should be gone in for. His Worship said that he agreed with Crs Herbert and Lemon as far as their remarks went ; he could not see how the revenue was to be obtained unless the 2d rate was imposed, but this would make very little difference, seeing that all the values of properties have been reduced. He j advocated a reduction of the rates as i soon as the revenue permitted. The amendment was put and carried, and the motion lost. A number of accounts were passed for payment. Obdiicaet Business. The Poundkeeper was granted a copy of tbe Impounding Act. The Streets Committee were asked to see if they could not have the road | leading to Mrs Maxwell's property levelled. Cr Clarke moved that the resolution dealing with tbe Finance Com- j mittee's report be rescinded by the unanimous vote of the meeting. The voting was not unanimous. From S. Goss asking that be be allowed to cut down certain trees ; also from Frances Wrigley, and Joe Salt and others making similar requests. His Worship said he noticed that certain persons were topping trees without permission ; this was not right, and those transgressing should he brought to book. He thought no tree should be allowed to grow above 20ft \ high. Cr Clarke moved that permis- i sion be granted to Mrs Wrigley and Mr Goss to top and trim trees, the work to be done to the satisfaction of tbe Streets Committee. The application from J. Salt and others, re trees growing across Hamilton Street, was referred to the Legal Committee. Notice oj motion. No 291. Mored by Cr Clarke " That a general rate be made in accordance with the Eating Act, 1882, and its amendment, on the rateable value of the rateable property within the Borough of Tauranga, for the year ending 31st March, 1893, of fifteensixteenth of a penny in the £, and that the rate book be prepared accordinglji the necessary advertisement published, objections be heard, and the rate book signed at the ordinary meeting of the Council, to be held on August Ist, 1892. Seconded by Cr Marsh and carried. No 292. Moved by Cr Clarke, that the special rate be increased to Id in the £ for the year ending the 31st March, 1893, so that the annual product thereof suffice to provide for the

interest and sinking fund on account of the loan secured thereon . Seconded by Cr Marsh and carried. The meeting then dispersed:
