Address in reply to Speech from Throne adopted by Lords. London, Feb. 23.—Tbe address in •eply to the speech from the throne las been adopted by the House of Lords. Reference to Samoan Conference. It was moved by Lord Salisbury, who said that the proposed conference, with reference to Samoan affairs, would virtually be the renewal of that held in Washington.
