London, Feb. 18. — If is reported , that Government will introduce a de- , fence loan of one hundred millions j sterling, to build twenty-two ironclads and fifty cruisers, the whole to be completed before 1895 ; also to substitute, both at home and abroad, the latest 1 pattern guns instead of those now in 1 use. " j
