INDEPENDENCE FIASCO ENDS. Following on the failure of the Polish kingdom proclaimed in November, 1916, Austria and Germany are repartition.ing the country. Germany takes onetenth of Russian Poland, and Austria takes the remainder. The Emperor Karl will become King of Poland, including Galicia. The Dual Monarchy thus becomes the Triple Monarchy. The new Poland will have its own Government and Parliament, but its army and its foreign policy will be imperially controlled. The scheme renders the Poles liable to serve in the Austrian army. It also removes the Galician deputies from the' Austrian Reichsrath, thus ensuring. German predominance in that body over the Czechs. [The first partition of Poland was in 1772, the second in 1793, and the third in 1795. The Congress of Vienna rearranged the division of Poland in 1815, and there was a further rearrangement in 1846.]
