Mr W. P. Reeveß, Sir Westby Perceval, Sir Sanl Samuel, and Sir Andrew Clarke have joined the committee formed to promote an Anglo-American alliance. The 'Times' states that the Kaaao* Chinese Bank haß signed a oontraot for the oonstruotion of a railway from Cheng Ting to Taiyen Fa, and giving Russia oontrol over the railway from Pekin to Shenafe. The Frenoh and Belgian Ministers are negotiating for concessions to oonatrnot a railway uniting Pekin and the Yang-tae-Valley. The ' Pall Mall Gazette ' announces that; Great Britain has scoured 60 miles of territory on the Chinese mainland opposite HongkODg. The death is announced of Spencer Horatio Walpolo, who on several oooasions was Secretary of State for the Home department, and Edward Bellamy, the famous journalist and author of " Looking Baokward." The Marqaia of Salisbury has deolined to discuss the .Niger question whilst the deliberations of the commission delimitation of British and Frenoh territory are in progress.
