Several cables of submarine mines have been cut in New York Harbor ; supposed to have been work ot Spanish spies. The President declares America is grateful to Britain for its kindly sentiments. The Key West squadron comprises two battleships, four oruiserß, three monitors, eight gunboats, and six torpedo boats. The American Army haa been inoreased by 125,000. The American cruiser New York has oaptured a Spanish steamer off Havana, and a lumber vessel has alao been captured at Key West. Oae thousand mules bave been »eiz3d at New Orleans intended for Bhip meat to Cuba for Spanish foroes. Oa the other band Spain haa captured the steamer Shenandoah from San Francisco to Antwerp with cargo of 20,000 quarters of wheat. It ie reported she was flying the English flag Six thousand persons paraded the streets of Madrid, smashed the American eagle wherever it was found, and hoisted the Spanish fKg. The Civil Governor enoouraged the rioters. The train by whioh Mr Woodford, American Minuter, left Madrid was stoned at Valladolid. A run has taken place on the Bank of Spain, owing to a finanoial panic. The Cape Verde Spanish squadron awaits reinforcements before Bailing from Cad z. Spain haa decided not to issue letters of marque to privateers. The Spanish squadron so the r_illippines .consists ?of 7 cruisers, 5 gunboats, three troopships, and 24 river gunboats.
