The annexation of the Umbegeea oountry deprives the Transvaal of an outlet to the sea, and there ia much indignation in the republic, England being aocueed of breach of faith. Canada ia pressing the Imperial Government to summon a conference to consider the Pacifio Cable question. The oholera plague haa re-appeared in Canton and Hongkong. Smallpox is raging in Calcutta, and the epidemio haa reached alarming dimensions. Two hundred and thirty three deatha were reported in a week and the death rate baß reached 6S per thousand. The Capetown Government propose to annex Bechuanaland. Tbe Canadian deficit amounts to four and a half million dollars. By a cyolone at Sioux Falls, 52 people were killed, In some instances children were oarried half a mile by the force of the wind.
